The check and balances mechanism over the authority of the village head to voice the interests of the community and hold the village head accountable determines the village capacity level, that is, the ability to solve common problems collectively. According to this study, villages that have good oversight mechanisms are able to maintain, or even improve, their capacity. On the other hand, villages with poor oversight mechanisms tend to see a decline in their capacity. It is hoped that the result of this study will inform village governance strategies to increase local capacity.
